Email reply and forward

I'm using Outlook 2003. When I receive emails, if I click on reply then type
my reply and click send, I get an undeliverable message back, this is also
the same when I forward an email. Plus when people receive an email from me
and they reply to me, I'm not getting it. I have called my internet
provider, double/triple checked my outgoing and incoming addresses, they are
telling me it is an outlook problem??
