Email Size Limit w/Outlook 2003

Hi!
I'm supporting an end-user that is POPing through an Exchange Server
(Version: 6.5.7638.1). He gets the following email alert when he tries to
send an attachment that is about 9MB in size:

Your message did not reach some or all of the intended recipients.
Subject: FW: Final PDF files
Sent: 07/24/2007 17:17
The following recipient(s) could not be reached:
<recipient name> on 07/24/2007 17:23
552 5.2.3 Message exceeds maximum fixed size (10240000)
*************************************************
I spoke with their ISP who said that the total size including compression is
20MB. Also, when they send the same attachment using Outlook Web Access, it
goes through fine.

Does anyone have a suggestion on isolating where this restriction is being
enforced?

POP is for incoming messages and is not involved when sending. Are you
using an Exchange server as the outgoing SMTP server as well?

The message indicates that the limit is imposed by the recipient's mail
server.

Thanks Brian. Interestingly enough, the problem initially manifested when
attempting to send the attachment to an internal contact. The same result was
had when he attempted to send it to me. Also, as previously noted, when he
uses OWA he can send the same attachment both internally and externally with
no problem. So it would seem that the recipient's email server isn't in the
loop. Any other thoughts?

Something on the server is generating the message.
