I have the same problem with Outlook 2000 on an XP laptop. Usually if I
hit Send/Receive it will go. Make sure in tools, options, Mail Delivery,
you have the box checked that says Send messages immediately when connected.
Other than that, I don't think it's much you can do.

Version of Outlook? Also include mode (if applicable) and SP level - find
out in help |about.
Are you connecting to an Exchange server?

Some - but not most - here are having their mail stuck in Outbox after we
upgraded to XP SP2.
Microsoft gives a 'workaround' but hopefully a patch will come out soon.

http://support.microsoft.com/default.aspx?scid=kb;en-us;883606

SYMPTOMS
After you install Microsoft Windows XP Service Pack 2 (SP2), when you try to
send a message in Microsoft Outlook, the message is not immediately sent.
The message remains in your Outbox folder longer than you expect.
WORKAROUND
To work around this problem, click a folder other than the Outbox folder, or
open any e-mail message. This action sends a remote procedure call (RPC) to
the Exchange server, and the e-mail messages in your Outbox folder are sent.

The problem you're having is that the information (called "UDP packets")
that Exchange is sending to notify Outlook of changes to your mailbox is
being blocked by something - probably the Windows Internet Connection
Firewall. You can set the registry values in
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q305572 (Outlook
2002) or http://support.microsoft.com/default.aspx?scid=kb;en-us;Q304849
(Outlook 2000) to cause Outlook to poll Exchange rather than waiting for
notifications.

We have the same problem. Problem occurs regardless of OS (Win98, Win2000,
WinXP) and Office version (2000,XP...Various SP levels). So that rules out
the Windows XP firewall configuration. I don't believe it to be a UDP
blocking issue either, as nothing in our network config has changed and the
exchange server and these clients are on the same LAN. Tends to only happen

Thanks, Jeff! We're experiencing the same thing along with some
connectivity/latency issues when our Outlook client is behind a firewall. I
haven't tried the fix listed in Q304849 yet, but I'm confident that will
alleviate the issue.
