email stuck in outbox outlook 2007 but no offline option

I have read all the posts and questions and they all refer to 'working
offline' but i dont have that option. Am i missing something? Do i need to
reinstall?

So when you click on File in Outlook there is no "Work Offline" option at
the bottom (just above "Exit")?
