Email switches from HTML to plain text at will. XP - Outlook 2003

Why is my email randomly switching from HTML format to plain text. All
settings are correct.

It's very frustrating and suggestions to correct would be greatly appreciated.

Perhaps you are replying to someone who sent plain text?
