Email Tracking Hit and Miss Outlook 2007

Can anyone explain why, when I receive a read receipt back on an email I have
sent, the "show group" on the mail ribbon with the "tracking" button is only
created sometimes.
Also, I receive back "read receipts", with the outlook read receipt icon and
"return receipts" which have an envelope icon. What is the difference between
these two and should they both be processed as read receipts and tracked?

The people of whom you request receipts may have elected to not honor the
request and not send a receipt.
