It's hard to be sure because you don't indicate what *does* happen when the
recipient tries to open it, whether these are Mac or Windows users, nor do
you disclose any details pertaining to the email specs you or the recipients
are using. You may be doing nothing wrong at all. It could be a problem with
your email service or that of the recipients.

With nothing to go on though, the only suggestions I can offer are:

1- Make sure you're saving the Excel files to include the filename
extensions (.xls, .xlsx, etc.),

2- Confirm that whatever email software you're using is properly configured
for encoding attachments,

3- Zip/Stuff your files before attaching & send that copy.

the person I emailed to has just told me they do not have excel. should that make a difference? they have a new Mac, it should have some sort of appleworks spreadsheet software pre-installed shouldn't it?

New Macs do not automatically "include" any applications software other than
what is a part of the standard OS X apps & utilities plus the iLife apps,
which doesn't include spreadsheet software & doesn't necessarily include any
'demo' or 'trial' versions which have spreadsheet capability. Apple's only
spreadsheet program is Numbers which is a part of the iWork Suite. AFAIK,
that doesn't even ship as a demo version on any of the Mac systems ‹ but
that may vary depending on model & time of purchase.

But Numbers can import Excel files. if he has version 8 of iWork does
not support date format of (mmm yyyy - Jan 2010,or mmmm yyyy, January 2010)

iWork might be on his install disk and he can use as 30 day trial. Note
if he is using a machine with iWork 08 he cannot buy a license on line
he must call Apple and see whether they still have some shrink wrap
copies left. If he has iWork 09 he can simply buy a License key.

you can get a deluxe copy of OSX.6 that include iWork and iLife Free and
comes with the license key for them.

There use to be a Excel Viewer for Mac a year or two ago but I believe
they have quit for lack of interest. there was also a word viewer as well.
