Emails being wronly sent to Junk E-Mail folder

Messages coming from a domain which is specifically designated in my e-mail
rules to go into an Inbox subfolder are roiutinely going to the Junk E-mail
folder instead. Once there, I have right-clicked on them and selected "Add
Sender to Safe-Sender List": hasn't worked. I have also tried "Add Sender's
Domain to Safe Sender List." Nope. E-mails from that domain keep being
interpreted by my Outlook 2003 as junk mail.

How can I avoid them from being sent to the junk mail folder?
