Emails not being flagged correctly

One of our users is complaining that since he has been
upgraded to XP, his emails are not being flagged
correctly. He is using Outlook 2000 and the Exchange
Server. He swears blind that even though he has replied to
certain emails, when he views these emails, the banner
does not appear saying "you replied on .....". I thought
this banner was standard and couldn't be removed or
edited. This is quite frustrating as some of his emails do
have the banner on them but most do not.
