emails not forwarding/replying

This from one of our users. Using RDC to Terminal Server Web server - Outlook 2002/WinXP on Lapto

When I attempt to forward or reply to a message from my sub-folder it does not forward the message but rather just forwards or copies the message to my sub-folder and never makes it to the recipient UNLESS I copy the message back to my INBOX. Seems like the forward or reply capability within a sub-folder is not operationa
