Emails will not "go"... when sent they become drafts

Outlook 2003 used to work OK, now when I press send, the
mail goes into the outbox as a "draft", NOT as a sendable
email. Only workaround is to "forward" and send - which
works!

Any help appreciated - to
OutlookError@chris_lucas.vis_pa.com

(remove _ first!)
