How can I change the SMTP server and the email address the notifications are
sent from in Project Server?

Brian,
Your Project Server Admin sets Notifications and Reminders parameters by:
- Open Project Web Access (PWA)
- Click Admin on the menu bar
- Select Customize Project Web Access (in the blue Action bar on the left)
- Select Notifications and Reminders near the top of the blue Action Bar
