embedded email has greyed out send button...

hello,

need some help with embedded email messages.

assume this not delegate or permission issue:

when I embed an email in outlook 2000 and send to
recipient who is then to open attachment and send, the
send button is highlighted, i.e., ready to send WITHOUT
having to go actions/forward.

within outlook 2002, I have yet to figure out how to avoid
the actions/forward process...why is the send button
greyed-out.

help would be greatly appreciated.
