Embedded pictures in Outlook don't open in viewer?

Just installed Outlook 2003 hoping this problem would be resolved. Clicking
on an embedded picture should cause it to open a preview in the viewer.
Instead a "file cannot be found" message is displayed. How can this be fixed?
