Embedding Word or Excel 2000 or 2002 docs in Outlook2003 mail

I have rolled out Outlook 2003 with users that have either Office 2000 or Office XP. Those users are now unable to embed a Word or Excel document into in email via Send To. Error message "Word could not load the email envelope. This could be caused by a network connection problem..."

Any ideas why? compatibility?
