Employee Database Structure Including Historical Data

I plan on creating a datuabase and I know the most important step is the
design. Currently, my staff uses the fields below in Excel and repeats the
data on additional worksheets for different views (alpha, seniority report,
grandfather report, etc. and updates each sheet with new data. I'd like to
use access - I think you would agree. (Fringe Hours are hours expected to
work - some people work 2 hrs, some 3.5, etc.) Below are the current fields:

Last Name, First Name, Emp #,Birth Date,Hire Date,Term. Date,Social Security
#,Telephone #,Address, City, State, Zip, Cell Phone #, Last Name, First Name,
Class 7-1-07, Rate 7-1-07, School 7-01-07, Fringe Hours 07-01-07, Class
7-1-08, Rate 7-1-08, School 7-01-08, Fringe Hours 07-01-08, Class 7-01-09,
Rate 7-01-09, School 7-1-09, Fringe Hours 07-01-09.

Staff may start out as a substitute and change jobs at any time or change
Fringe at any time if a position with more hours opens up. Employees make
one pay scale for the first 4 years and become grandfathers the 5th year to a
different pay scale (25% more). Managers start at 90% of their Salary 1st
year, 95% 2nd year, 100% 3rd year.

Also the following data is kept on an actual index card (along with name,
address, phone, id#, start date:

I'm not certain how many tables I need or how the historical data would work
for reporting purposes.
