employee tracking

I have spent many hours on this and am still lost. I need to track employees for 13 different stores, about 20 empoloyees each. I need to be able to see the raises (by catagory) they have received and when, there start dates, codes, etc. I also need to be able to compare or something, that will tell me if an employee has worked for at least 90 days. The raises are set amounts for different parts of training. What program should I use, I am looking for the minimum amount of weekly input other than updates for raises, new employee, dates of termination. Can anyone help
