Empty Header space much too long

Why is my header space about 2.5" long when I have nothing in it, my margins
are all set at 1"? I want my header space to display as a normal header when
all margins are set to 1" and header is set a .5".

First thought: does your header contain something? For example a huge
non-printing character, or white text, or a text box, or white
"picture", or something like that? All could move the bottom of the
header.

Header set to 0.5" means the TOP of the header is 0.5" from the edge of
the page. It does not affect the size of the header.
