Empty Project Plan at Start Up

I can second this request! It's a pain in the butt when
you're updating from PWA to close that silly blank
project. It's always a race to see if I can get it
closed before the project I'm updated pops up...

open the previous plan (the one open when it was last
closed), but I'd really like it to open to no plan at all.
