Enable create a new task

I had originally disabled create a new task link.
I now need to give this ability to team leads. I went to the PWA and the
admin - manage users and groups.
In the groups I set it to team leads.
The allow is checked in permissions for create new task or assignment and in
the global permissions New Project task is checked.
When I go to the team leads PWA the action does not list create new task.

Did you set the permission in question to Deny in any of the Groups in PWA?
If this is the case and your Team Leads are also members of a Group in which
you set the permission to Deny, then the Deny permission "trumps" the Allow
permission. If this is the case, then you need to set the Deny permissions
to Not Allowed, which means that neither Allow or Deny is selected.

Another possibility is that you disabled the permissions at the highest
level in Project Server. To check this, click Admin - Server Configuration
and make sure the relevant permissions are set to Allow.

You hit the problem on the head. Removing the deny allowed it to work for the
group I wanted to have access. Thanks
