Enable macros when initial "toolbar" closed

I have Word (and Excel) documents with macros. Sometimes I
accidentally press the X on the initial enable-macros "toolbar" before
actually enabling the macros in the document. Is there a command
buried in the ribbon or somewhere that will allow me to enable the
macros, or do I have to close the document and reopen it?

Sorry, once macros are disabled in a document, that's permanent until
the document is closed and reopened.

It's usually better to store all macros in templates or add-ins rather
than in documents. Then you don't have to worry about this issue.

Another way to handle it is to store the documents in a "trusted
location". To make a folder trusted, go to Office button > Word
Options > Trust Center > Trust Center Settings > Trusted Locations.
Click "Add new location" and point to the folder where the documents
are stored. Don't put just anything in that folder, though -- it can
let macro viruses run without notifying you.
