Enabling a Global Signature in Outlook 2003

I have been trying to set Outlook 2003 to use a standard email signature
template but have found that in both GPo and using the CIW that you cannot
enable use of email signatures or set a default template. Is there anyone
that has been able to do this and and if so could proivide some info on how
to go about it.
