Enabling Macros and Code in MS Access 2003

I've created a small database for users to look up information using a form
that has a series of dropdowns and text boxes. I created this database using
Access 2007, but some of the people in my company have Access 2003, and I
want to make sure they can open and use the database properly.

My problem is that the database does not work the same on two different
machines, both of which are running Access 2003 Version 11.0. I thought it
was a problem with security settings, but both machines appear to have the
same security settings--they are both set to "Medium". On one machine, the
user gets two security warnings--one asking if they want to block unsafe
expressions, and the other reminding the user to only open files from trusted
sources. If the user hits "No" and "Open", the database opens fine, the form
works fine, and all the drop-downs function correctly. HOWEVER, on the other
machine, the user doesn't get a "Block Unsafe Expressions" warning. On this
machine, even if the user hits "Open" on the other security warning box, the
form doesn't work, presumably because the VBA code has been disabled. I tried
looking in Access for ways to change the security settings and allow the
database to work, but even when I set the security to "Low" on this machine,
it didn't work. Does anybody know why?
