Encoded .pst file

I removed Windows XP Home and Loaded a clean install of
Windows XP Professional. I then reloaded Office 2000.
When I went to reload my .pst back up file, it states
that the file is encoded and I am unable to open it.
How do I get in to the .pst file to reload it in to
Outlook?

How are you trying to "reload" it?
