encoding in outlook express

if anyone can help me with this that would be great: every time i create new
mail message in outlook express the title bar reads "new message -
Thai(windows)" and wheni change encoding in 'tools' - 'Options' to "western
european iso" it has no effect..........any ideas on how to effect a change?

question in a more appropriate newsgroup, perhaps:

You'll need to ask this in a newsgroup related to Outlook Express. As I see
you're using OE 6, I'd suggest
microsoft.public.windows.inetexplorer.ie6_outlookexpress

This newsgroup is for questions about Access, the database product that's
part of Office Professional.
