"encountered a problem" message on menu tools customize

In Outlook 2003, when I try to access the customize feature of the tools
menu, I get the "Microsoft Office Outlook has encountered a problem..."
message that shuts down Outlook. How can I gain access to this feature?

maybe you try to use the SCANPST.EXE first
