Encrypted Email options disabled

Hi,

RE: Outlook mail encryption

Can anybody tell me why when you look at
Tools.Options.Security the Encrypted e-mail section on that tab has all the
checkboxes disabled?

Also when sending a new email
Options.MessageOptions.Message Settings the "Security Settings" button is
also disabled.
Is this a setup issue or a configuration problem or is something missing
elsewhere?

I am stumped and a client wishes to communicate with me using encrypted
email. I have sent my digital ID (public key) and they have added this to
their contact list entry for me, but they cannot encrypt mails they send back
to me.
They do not have there own certificate but surely as they would be using my
public key to encrypt mail back to me this shouldn't matter.
