Encryption Type options missing

I am running Word 2003 (English) under Windows XP Professional SP1, both with the latest updates. I have some password-protected files which do not open anymore because the encryption type used is now missing.

The error message I got was:

The document name or path is not valid. Try these suggestions.
* Check the file permissions for the document or drive.
* Use the File Open dialog box to locate the document.

At first I thought I forgot the password. However then I realized the encryption type was missing. Under Tools -> Options -> Security -> Advanced, I used to get a long list of encryption types, with choices to select a key length and whether to encrypt document properties. However, now the only two options I get is:

- Weak Encryption (XOR)
- Office 97/2000 Compatible

I have tried to no avail:
- Restarting my computer
- Reinstalling Microsoft Office
- Uninstalling and reinstalling Microsoft Office
- Upgrading to Microsoft Office Word 2003

Is there a way I can open my password-protected Word document?

Can anyone help? How can I restore the encryption options to my computer? I have files encrypted with stuff other than Weak Encryption or Office 97/2000 which cannot be opened anymore.
