Enhanced Metafile Resolution

In Viso 5, Save As... in EMF (enhanced metafile) format always created a file
with 600 dots per inch (dpi) resolution. In Visio 2003, the result is usually
96 dpi. Is there any way to increase the resolution of an EMF file saved by
Visio 2003?

Bodge: Output to a GIF and set the Resolution and Size to Printer
(600dpi). Then using your graphics program (loads of free ones around)
convert to EMF.

I wanted to save in EMF because it is a vector format, making it scalable.
This is important for my application. GIF, JPEG, BMP, etc. are raster
formats. If I save in GIF then convert to EMF, I assume I would not retain
the scalable vector information of the original Visio drawing.
