Enhancing Control Point

My users would like a graphic attached to control points so that 1) when the
graphic is moved, the control point moves with it, 2) the graphic is visible
even when the shape is not selected.

I'm guessing I can glue the Control Point in a shape to another shape that
contains the graphic. Does anyone know where I can find an example of this?
