enter key used as tab key in form

How can I change a form to use the ENTER key as a TAB key.
I do not want the ENTER key to automatically SUBMIT the form results.

Our customers are accidentally using the enter key to move from field to
filed while completing our form. This automatically submits incomplete
results which sends them to an error page and then they have to start over.
I am using FRONTPAGE 2003
