"Enter Network Password" Dialouge Box- (Cant use Outlook)

Someone Please help!
I am having a problem for some reason with the "Enter Network Password" Box
popping up and (even though the proper user names and passwords are in the
box ) if I press "OK" it continues to continue popping up with no results. If
I press cancel then it goes away but then I get an error message that says

[ Task (my email).com - Receiving reported error (0x800CCC92) : 'Your
e-mail server rejected your login. Verify your user name and password in your
account properties. Under Tools, click E-mail accounts. The server
responded:-ERR Bad login' ]

This is driving me insane because this just started out of nowhere and I
have already uninstalled it and reinstalled it, checked and double checked
everything and what makes it worse is I am already being nickle/dimed by
Microsoft to allow msn and hotmail emails to be utilized with Outlook and now
nothing works as of a week or two ago.

I really do not want to be charged $50.00 (money I dont have) to resolve
more Microsoft software failures if indeed it on that end. It's worked
flawlessly until just recently.

Please, anyone with a solution that involves "0" cash outlay.
