Enter time for any project in system regardless of whether you are assigned a task

We've got some cross group communication issues that need to be worked, but
for the short term I'd like to allow entering actual time against any
project in the system. Right now I can only log time against projects that
I have a task on. Is it possible for me to allow team members to enter time
against any project in the system?

Try going into the Customize Project Web Access page and then under
Tracking settings, choose Non Managed Periods - Allow Project and
Project Web Access users to update actuals. Users will need to have
the correct permissions to edit these projects but this might work for
you.

I see "Customize Project Web Access" in Project Server 2003, but is that
page in Project Server 2007?

PS 2007 lets you book time at the project level if you are a member of
the team. You do not have to have a task assignment

I understand that, but I've got two large groups (Engineering and
Operations) that don't go through the proper channels for creating work
between the two of them. Most of the time Engineering needs just a couple
hours of work from Operations and the operations team never gets added to
the build team dialog. I'd like all the operations teams to be able to log
time against any project in the system without needing to be added to each
project.

Currently Operations will either not log time on a project they've worked on
for Engineering or they won't do it until they've been added to the project.
Since some of these projects are very time critical we can't have operations
wait until they've been added to the project.
