Entering Actuals by Day in Server 2003

I'm in the process of implementing Project Server 2003 and am stumped by the
following: In the timesheet view, resources cannot update their actuals by
day. They can update the actuals column in the table view, but not by day in
the calendar. This is true for any level...even someone with administrative
rights. The option to update actuals by day/time period has been selected in
the admin page: customize web access. Any ideas where else to look?

As the Project Server administrator, you must specify your organization's
method of tracking. It sounds like you have not done this, and now you need
to change the default method of tracking progress. Refer to the following
