entering time for someone else

I have a resource that is out of the office and not able
to enter thier own time. I want thier resource manager to
actually enter the time, and then the PM will approve the
update.

For various reasons it is not feasable to simply open the
proj file and enter the time directly. I need the time to
go through the interface.

Is there a way for a resource manager to enter time on
someone's behalf?
