Enterprise Field Formula

I have created an Enterprise Field (Delta) with a formula that subtracts the
number of hours in one Enterprise Field (Actual Hours) from another
Enterprise Field (Budget Hours). Budget - Actual = Delta

Actual Hours are read from an external timesheet database. Budget Hours are
manually entered into Project. If Actual is zero, Delta matches Budget. If
there is any other number in Actual, I get a negative integer in Delta.

What is happening?

I figured out the problem. Actual Work displays as hrs, but the data is in
minutes. Whenever I use this value, I have to divide by 60.

How are calculated the Budget and the Actual fields ?
What are their values ? Give an example...
