Enterprise outline code validation

I'm running Project Pro and Project Server 2003 and I've added a
Enterprise outline code, I only want users to only be able to enter
values into the field that exist within another system (with a MSSQL
back end).

How do I configure the Enterprise outline code to validate against
values held within another Database? Could I auto populate the Lookup
list table with the entries from my other system?

You cannot configure an Enterprise Outline Code to validate against data
from another database.
If you make sure the outline code contains only those values from the
different database, users will only be able to select those values.

Yo can do this manually, or create a PDS application that
populates/updates the outline code definition using the values stored in
another database.

excuse my lack of acronym knowledge but could you explain what a PDS
application is?
