Enterprise Outline Codes

I'm running Project Pro and Project Server 2003 and I've added a
Enterprise outline code, I only want users to be able to enter values
into the field that exist within another system (with a MSSQL back end).

How do I configure the Enterprise outline code to validate against
values held within another Database? Could i auto populate the Lookup
list table with the entries from my other system?
