What is the difference between a non enterprise project and an enterprise
project? And how do I create an enterprise project?

An enteprise project is any project that meets one of the following two
criteria:

1. You create the project in the Microsoft Project Professional 2002 client
while logged into Project Server with Project Manager permissions, and save
the project in the Project Server database

or

2. You import the project into the Project Server database using the Import
Project to Enterprise wizard in the Microsoft Project Professional 2002
client while logged into Project Server with Project Manager permissions

A non-enteprise project is any project that is saved outside of the Project
Server database, or that is created while the Microsoft Project 2002 user is
not logged into Project Server with project manager permissions.

If you are trying to publish a project, and are getting a warning message
about not being able to publish a non-enterprise project, see the following
link on how to solve your problem:

Hope this helps.
