Enterprise resources not showing for some project managers

We have several project managers all of whom were assigned rights and roles
as a group, and all are supposed to be able to view the complete enterprise
resource pool for building their teams. However some project managers cannot
see all resources unless someone else first puts them on one of their current
projects. What might be causing this and how can the problem be corrected?

Most likely security settings or RBS values or a combination of both.
