Enterprise Resources over allocation

I need to understand if there is any way we can let
project managers know if an enterprise resource is
getting over allocated per project.

Here is the situation.

In the project enterprise resource pool we have all
resources set to .75 units i.e. on every day they are
assigned to work on projects just 6 hours. (We believe
rest two hours they will spend reading emails going to
meetings etc!!)

We usually have one enterprise resource working on more
than one projects. the way it works is that one resource
is assigned to work on lets say project A 50 % of the
project time and on other project lets say project B
another 50 % of the project time

that means that one resource can (ideal) max work 3 hours
on project A and another 3 hours on project B so the
total work on that day is just 6 Hours thus the resources
is not getting over allocated.

the PM are told in advance that how much they can assign
a shared resources to...this is just a understanding
communicated to them....as in above case 50% for project
A and 50 % on Project B

the issue is when project A and project B are managed by
Different Project Managers.

When let's say project A PM assign task to the resource 4
hours a day then he is over allocating that resource bye
an hour from his allocated quota of 3 hours a day....

PM for project A cannot see this while looking at the
resource graph view in project client 2002 pro they
cannot see that as it only shows over allocation if the
resource total task each day is over allocated by 6
hours..

so the question is there any way we can provide this kind
of visibility to PM that they see over allocation of
resources which is calculated and dependent on the time
allocated to them for a resources and not dependent on
the total time the resources is set to work in enterprise
resource tool...

We have told PM many times that do not allocated a task
to a resource more than they have been told to allocated
on given day ....but it will be nice to know if they can
have this kind of info coming out of a client

we have project server 2002 env ....

To determine the leve of resource allocations and overallocations across the
portfolio of projects, each project manager can open any project he/she is
managing and apply the Resource Usage view. For each resource in the open
project, this view shows:

- Every task assignment in the open project
- A single line for each project in which the resource has one or more task
assignments

If the name of any resource is formatted in red, then the resource is
overallocated. The project manager can view the assignment work for each
resource in the timephased grid (yellow/white timesheet on the right). Once
the PM has determined if and where the resource is overallocated, he/she may
need to negotiate with the other project managers to determine who gets the
overallocated resource first, and whose project must be delayed. Just a
couple of ideas for you. Hope this helps.
