I there a way to allow each resource to enter the actual information in the
Enterprise Resource Pool. If not is there an automated approach (ie import
from excel)

No, there is no easy way to allow resources to enter their own information
in the Enterprise Resource Pool. You must be either a Project Server
administrator or be a member of the Resource Managers group to be able to
open the Enterprise Resource Pool for editing. Hope this helps.
