Enterprise Template Tab Missing in Project Pro 2003

I am using Project Professional 2003 (11.3.2007.1529.15, SP3) to connect to
Project Server 2003 (11.0.7970.0, SP2a). The problem is that i am not able to
view 'Enterprise Template' tab under File > New > On My Computer. This tab is
not visible for any of the resources in the Resource Pool.

When i am connected to PS, i can open / close project and can use other
Enterprise Level features.

Have you saved any templates ? If not, does the tab appear after a template
has been saved to the server ?

There are several templates saved in the Project Server.

Correct me if i am wrong. 'Enterprise Template' Tab is always available,
even if we dont have the templates published into the Server. It'll just show
the blank screen if we dont have any templates published.
