Entourage in Corporate environment: Lock down POP mail

How does one lock the Accounts Manager from launching in a corporate environment? We do not want any users adding personal POP3 mail accounts to Entourage. We only allow the corporate Exchange accounts.

On the Windows side, this is accomplished via an Active Directory GPO. How can one do it on Mac side?

To my knowledge it can't be done. This should be done on the network
side - block outbound ports that you don't want used.

Of course if you allow web access, they're just going to use webmail.
