Equipment Issue Access DB

Looking for some help please (hope I'm posting to the correct
group)...

I've been tasked by my employer to develop a DB to record and track
equipment issues/allocations and was wondering if there were any
templates available to get me up and running to save myself some time
(I've been given a very tight deadline!). I have some Access knowledge
but haven't used it in a few years and have forgotten much of what I
learned but I'm sure I will get by.

Initial requirements are:

1) Each employee to have an annual allocation allowance of 5 pieces of
standard equipment.
2) Need to record all issues of equipment and by date.
3) Need to have a facility to identify outstanding items not yet
issued for the current year (report?).
4) Need to be able to 'flag' up when the time comes to issue new
equipment to employees when the new year starts.

Hope this makes sense.

Any ideas please. Be much appreciated.
