POP3 into an exchange 2003 sever

I set up pop3 for users to access from OE. Works great for the admin users.
Errors out with bad username or password for regular domain users. This is a
domain controller running exchange 2003. Is there some rights issue I'm
missing??? Please help, Thank you.

this is the error message. I know the username and passwords are correct.
Again it works for admin users, not regular domain users.
There was a problem logging onto your mail server. Your Password was
rejected. Account: '65.115.123.10', Server: '65.115.123.10', Protocol: POP3,
Server Response: '-ERR Logon failure: unknown user name or bad password.',
Port: 110, Secure(SSL): No, Server Error: 0x800CCC90, Error Number: 0x800CCC92

See if entering the usernames as domain\username works.
