error 0x80040900 HELP!!

using, outlook 2003, winXP PRO, yahoo small business
account, and either verizon or AOL dialup.

Can send email using POP3 but not receive. settings are
they way they should be, have spoken to verizon, yahoo,
and AOL, no answers..
