Error 0x8004210B Outlook 2003

I have received this error since I switched over to Bell Sympatico. They
claim its an Microsoft error. This article suggests it is Exchange
http://support.microsoft.com/kb/836491#kb3 Unfortunatly my ISP has provided
no help other than referring to the doc above. I have been through this site
and tried all suggestions. None work.
I am sending a 3kb file.. timeout to 1 minute using my ISP's smtp sever.
They do require SSL.

I've only been there 5 days but Rogers internet is looking better every
second.. Can anyone provide some other suggestions? The ISP is refusing to
help.
