Error 0x80070002 failed to open product's delivery key

Does anyone know what causes this error and what it means? We receive this
sporadically while trying to push Office 2003 through SMS. The program is
defined to run only when a user is logged on and with administrative
privileges. We are running setup from an AIP that is 2003 SP1 and are using
the following command to execute Office Setup.

SETUPPRO.EXE TRANSFORMS=FINPRO_NEW.MST NOCANCEL=1 NOUSERNAME=1 /settings
FINPRO_ALL.INI /noreboot /qb-

This command is executed from within a Wise 9 script. Any thoughts?
