This a Local Install Source error in Setup. Have you previously installed
any Office 2003 products? One cause of this error is the removal of the
'path' registry key for products that use the Local Install Source feature.

I have a KB article in the pipeline covering this error when installing SP1.
I've pasted the information from the article below that may help you resolve
this error.

This failure is caused by corruption in the Windows registry. A registry key
that provides the path to the original installation source for the Microsoft
Office 2003 product is missing. Some third party products that modify the
Windows Registry will remove these registry keys.

Resolution/Workaround:

To correct the problem, it will be necessary to edit the registry
information in the following registry location ...

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Delivery\SourceEngine\Downloads\<Product
GUID>\Sources

There will be one or more download codes listed in this folder of the
Registry Editor. For each of these download codes, there should be a
registry key for the path. If these registry keys are missing, then they
should be recreated with the path to the original installation source.

Follow the steps below to edit the registry ...

1. Launch the Registry Editor via the Start|Run line by inputting 'regedit'
in the edit box, and clicking <OK>.

2. Select the registy path identified above.

3. From the 'Edit' menu, select 'New|String Value'.

4. Replace 'New Value #1' with 'Path'.

5. Select 'Path', and double-click on it to display the 'Edit String'
dialog.

6. Type the installation source path into the 'Value Data' edit box.

7. Click on the <OK> button.

8. Repeat for each download code as needed.

9. Close the Registry Editor
